Miyong Nyuon Kawang Reply to Lou Nuer's letter

Sub: Reply to allegations labeled against people of Nasir & Ulang by the group called itself Lou Nuer Community in Diaspora

Your Excellency,

The members of Duany Union in North America have greatly condemned and rejected all the accusations fabricated by the so-called Lou Nuer Community in Diaspora against the beloved sons of Nasir & Ulang namely, Lt.General James Hoth Mai, the SPLA Chief of Staff, Major General Gatluak Deng Garang, the Governor of Upper Nile State, and Major-General, Gathoth Gatkuoth, the Nasir County Commissioner, and the entire Jikany community.

Lou Nuer will be held accountable for the incident happened in Nasir. They blackmailed the SPLA soldiers who were escorting the barges that carrying concealed guns and ammunitions destined to Lou Nuer militias of Riek Gai Kok. Mr. Riek Gai Kok has been smuggling in the armies to his people (Lou Nuer) since the CPA was signed in Nairobi, Kenya in 2005. There is no doubt that Mr. Riek Gai Kok was behind all the inter-tribal conflicts and their percussions happening in Southern Sudan today. Lou Nuer always fabricates false accusations against the senior officials from Nasir & Ulang. Major-General Gathoth Gatkuoth was not in Nasir during the incident. He was in Malakal for attending swearing ceremony of newly appointed Ministers and Commissioners for the Upper Nile State. However, Mr. Puok Kok, who was in charge of the SPLA forces (soldiers) in Nasir, is believed to be bribed by Riek Gai Kok with money from NCP to help smuggling guns and ammunitions to his own section in AKobo in order to disturb the peace and tranquility in Southern Sudan.

Lou Nuer Community has also alleged that Nasir authorities and some important fingers in the SPLA/M have hands behind the action taken by Nasir civilians. This is a white lie. Neither Nasir authorities nor important figures from the SPLA/M have influenced the Nasir civilians to block the barges that carrying the concealed weapons under the UN cover to Akobo. Lou Nuer themselves are the criminals; devil angels who are trumpeting the devil’s trumpet and not the Nasir county and its community.

The guns and ammunitions were consigned and concealed in Kosti and not from Malakal as Lou Nuer claimed. In fact, Major-General Gatluak Deng Garang, the Governor of Upper Nile State is from Nasir. But, Major-General Gatluak Deng Garang was in Germany for medical checkup at a time the consignment entered the Upper Nile State. Even though Major-General Gatluak Deng, the governor of Upper Nile was present in Malakal, the inspection of the barges attacked does not fall under his supervision.
The following reasons prove that Nasir civilians have the right to search the barges and blocks their way to Akobo:

A.Nasir civilians were massacred in Torkech by Lou Nuer of Akobo County in March 2009.
B.Lou Nuer massacred women and children in Ulang County in 2006.
C.Lou Nuer Killed a Nasirian businessman in Akobo and looted his properties.
D.Lou Nuer massacred people in Wech Tut Malith in Nasir County and looted the cattle.
E.Lou Nuer bandits massacred people in Thiajaak (Adura) and also looted many cattle.
F.Lou Nuer killed two senior SPLA officers from Nasir who were traveling from Malakal to Nasir in February 2009.

The above mentioned reasons are sufficient enough to block any humanitarian assistant to Lou Nuer because they proved themselves to be the traditional foes of the entire Jikany Nuer section.

How Lou Nuer Become Liability to their Neighbors?

It is a mysterious thing for Lou Nuer to detest their own possessions and desperately greedy for their neighbors’ resources.
It is clear that Lou Nuer become dangerous to their entire neighbor Communities. For instance, Lou Nuer are now fighting with Murles, Dinka Bor, Gawaar, Jikany, Anuak, and the Ethiopian Government. The puzzling question is: what do Lou Nuer want from all these people? No one knows the answer to this question. The one who would answer this question correctly would be the first class social scientist. For public information and awareness, Lou Nuer have been destroying so many physical establishments/ developmental projects since the first movement. To mention only a few,
1.It was a man from Lou Nuer who killed Lt. Col Gai Tut Kulang in 1984 in Thiajack (Adura).
2.It were Lou Nuer who killed their own senior commanders namely, Cdr ,Koang Banypiny, Cdr Peter Manyaal Kueth,Cdr Johnson Lok Riek, Cdr Tot Weech, Cdr Peter Panom Thanypiny, Cdr Lul Chuol Wichtuor,Cdr Gatluak Dak Deth, and many others.
3.Mr. Riek Gai Kok who is also from Lou Nuer had betrayed his former leader, Dr. Riek Machar Teny by defecting to the side of the Khartoum regime in 1997. Mr. Riek Gai Kok also instigated Lou Nuer to create insecurity to weaken the government of Southern Sudan.


Recommendations:

GOSS should deploy the SPLA forces to protect all the communities bordering Lou Nuer.
GOSS should first start the disarmament in Lou Nuer Areas.
GOSS should apprehend Lou Nuer bandits and send them to rehabilitation centers.
GOSS should create artificial river from White Nile at Bor to Akobo in order to pacify the Lou Nuer who become like wild roaring lion.
Lou Nuer should get food aid through their own means but not through the Sobat river; unless, they change their wild behavior.
